The Reduction / oxidation meter is a very useful test instruement although perhaps alittle hard to understand.
In very simple terms a (+) plus reading in millivolts indicates that the water, or any liquid for that matter, is deficient in electrons. You will find tap water and manufactured juices all have a positive charge which is the opposite to what they should be.
Living water should be Alkaline and have a high Negative charge. Only a few places in the world have this kind of natural water but we now have Water Conditioners which you can connect to your tap hand have Alkaline water with a charge of say negative 300 mV. This means the water molecules have an excess of electrons and allows the water to act as a powerful anti-oxident.
A tea spoon of Vitamin C ( Calcium Ascorbate ) will typically give a reading of neg 70 mVolts.
